Add the rosemary leaves, and muddle with a wooden spoon or stick. Add the tequila, sherry, and a dash of chili powder. Shake. Add ice. Shake again vigorously. On a small plate, mix a healthy sprinkle of chili powder with the raw sugar. Run a slice of lime around the rim of each cocktail glass, then dip into the chili + sugar mixture. Strain the drink into cocktail glasses and serve!
